The situation
Somalia remains one of the most complex operating environments in the world. Al-Shabaab continues to control significant territory across south-central Somalia and retains the capability to conduct sophisticated attacks in Mogadishu and regional towns, including VBIEDs, assassinations, hotel and restaurant attacks, and indirect fire against fortified compounds.
The Federal Government of Somalia exercises nominal authority over parts of Mogadishu and a limited number of towns. Access to much of the country — including large parts of the south and south-west — is effectively impossible for international organisations without substantial security infrastructure and local knowledge.

International workers, journalists and humanitarian staff are specific targets for kidnap, extortion and opportunistic crime. This risk extends to movement outside secured compounds and increases sharply outside Mogadishu.
Minimal civil infrastructure and emergency response capacity
Medical facilities in Mogadishu are limited. Serious trauma cases require evacuation to Nairobi. Outside the capital, there is effectively no civilian emergency infrastructure. Evacuation planning is a primary operational responsibility, not a contingency.
Restricted access to large parts of the country
South-central Somalia beyond Mogadishu is broadly inaccessible to international organisations without substantial security support. Both the UK FCDO and US State Department advise against all travel to most of Somalia.
