The situation
Mogadishu is one of the most complex and dangerous operating environments in the world. The city has been at the centre of Somali conflict since the early 1990s and continues to face active armed threats from Al-Shabaab, despite the presence of African Union Transition Mission in Somalia (ATMIS) and Somali National Army (SNA) forces. Al-Shabaab conducts vehicle-borne IED attacks, suicide bombings and targeted assassinations against government officials, security forces and international personnel.
International presence in Mogadishu is heavily concentrated inside the Aden Abdulle International Airport compound and the fortified Green Zone (formerly Camp Halane), where embassies, international organisations and private security contractors operate behind blast walls and armed checkpoints. Movement outside the Green Zone carries serious security risk. For journalists, NGO staff and contractors, operational exposure depends entirely on whether activities remain within fortified areas or require movement into the city proper.

Al-Shabaab IED and complex attack threat
Al-Shabaab maintains active bombing and attack capability inside Mogadishu. Vehicle-borne IEDs, motorcycle bombs and suicide vests have been used against the heavily fortified Jazeera Palace, Village restaurant and other sites used by international workers. The threat is persistent and targets locations known to host foreigners.
Kidnapping risk for international personnel
Foreign nationals are at significant risk of kidnapping for ransom. Movement outside secured compounds without armed escort is considered extremely high-risk. Both Al-Shabaab and criminal groups have previously targeted international workers for abduction.
Severely limited and insecure medical infrastructure
Medina Hospital and a small number of private clinics provide limited care in Mogadishu. For serious trauma or medical emergencies, evacuation to Nairobi (Wilson Airport or Jomo Kenyatta International) is the standard plan for international personnel. Local medical capacity for complex cases is insufficient.
No functioning government outside fortified enclaves
The Somali Federal Government's authority in Mogadishu remains fragile. Checkpoints operated by SNA, police, clan militia and informal groups are common. Rules of engagement, legal processes and consular support cannot be relied upon in the way they would in a more stable operating environment.
