Country risk context
The situation
Kosovo is a partially recognised state that declared independence from Serbia in 2008 following NATO's intervention in the 1999 Kosovo War. It is recognised by over 100 countries including the US and most EU members, but not by Serbia, Russia, China or five EU member states. Kosovo hosts a substantial NATO-led KFOR peacekeeping mission and has EU and US presence through EULEX and various bilateral programmes. For most of Kosovo — including Pristina and central and southern areas — the security environment is relatively manageable for international workers.
The significant exception is north Kosovo, where Serbian-majority communities reject Kosovo government authority and where incidents — including armed confrontations, barricades, grenade attacks and the killing of a Kosovo Police officer in September 2023 — occur with significant regularity. The 2023 crisis in Banjska/Gllogjan saw an armed group attack and kill a Kosovo Police officer before being dispersed by Kosovo security forces. Tensions between Kosovo authorities and Serbian-aligned groups, with Serbia's political backing, mean that north Kosovo represents a materially different and higher risk environment from the rest of the country.
For international workers in Kosovo, the most relevant risks are the periodic escalation in north Kosovo (particularly north Mitrovica, Leposavić, Zvečan and Zubin Potok municipalities), political demonstrations in Pristina (occasionally involving clashes), and limited medical infrastructure requiring evacuation for serious emergencies.

North Kosovo confrontations between Kosovo forces and Serbian-aligned groups
North Kosovo has experienced repeated armed incidents including barricades, grenade attacks and the September 2023 Banjska attack. Non-combatants — including journalists — operating in north Mitrovica, Leposavić and surrounding areas face risk from armed confrontations between Kosovo Police/KFOR and Serbian-aligned armed groups.
Political demonstrations in Pristina
Pristina has seen demonstrations relating to Kosovo-Serbia negotiations, domestic politics and EULEX/KFOR decisions. These have at times involved confrontations with police. The political environment remains sensitive around issues of Serbian Orthodox Church property, ethnic Serb rights and the Association of Serb Municipalities.
Unresolved status and risk of escalation
Kosovo's unresolved status with Serbia, combined with the Ukraine war's impact on European security dynamics, means that the risk of a serious escalation in Kosovo cannot be excluded. A significant deterioration in Serbia-Kosovo relations could affect not just north Kosovo but international presence across the country.
Limited medical infrastructure
Kosovo's medical system has improved but remains limited relative to Western European standards. Pristina University Clinical Centre provides the best available care, but for complex trauma or specialist treatment, evacuation to North Macedonia (Skopje) or further is the standard plan.
