The situation
Uganda is an important hub for regional operations, particularly for South Sudan and DRC programmes. Kampala has reasonable infrastructure, good medical facilities and a significant international presence. The country has been stable compared to its neighbours, but the political environment under President Museveni has become more repressive.
The Allied Democratic Forces (ADF) — an Ugandan insurgent group now affiliated with Islamic State and operating from eastern DRC — has conducted terrorist attacks in Uganda, most significantly the 2021 Kampala suicide bombings. ADF has been designated by the UN Security Council and US as an IS affiliate, and its attacks extend from eastern DRC into Uganda.
Northern Uganda, which was devastated by the LRA insurgency that ended in the 2000s, is largely peaceful now but remains economically marginalised and affected by the South Sudan refugee crisis. Eastern Uganda near the DRC border has elevated risk related to ADF and criminal networks.

The 2021 Kampala suicide bombings killed multiple people. ADF has explicitly planned attacks on Uganda and has the capability to conduct further operations. International hotels, venues and crowds are potential targets.

Uganda's government has become more repressive, targeting opposition politicians and civil society. Organisations working on human rights, LGBTQ issues (Uganda's anti-LGBTQ law) and governance face specific risks including arrest of staff.
DRC border risk for eastern Uganda operations
Eastern Uganda near the DRC border is affected by ADF activity and associated criminal networks. Movement in this area requires specific threat assessment and security arrangements.
Road safety as a major operational risk
Uganda's roads, particularly outside Kampala, have high accident rates. Night driving in rural areas is particularly dangerous. Road accident risk is a significant cause of injury and death for international workers.
