The situation
Mozambique is primarily affected by the Cabo Delgado insurgency in its far north, where an Islamic State-affiliated group (Ansar al-Sunna, locally known as al-Shabaab despite no connection to the Somali group) has conducted attacks since 2017. The insurgency caused the displacement of over 900,000 people and prompted intervention by Rwandan and SADC forces from 2021.
Operations in Cabo Delgado — particularly around Pemba, Mocímboa da Praia and Mueda — require specific security planning. Rwanda Defence Forces and SAMIM (SADC Mission in Mozambique) have reduced the insurgency's territorial control significantly, but insurgent activity continues including ambushes and attacks on villages.
The rest of Mozambique, including Maputo and major cities, operates at a different risk level. Crime, road safety and natural disaster risk (cyclones) are the primary concerns outside Cabo Delgado. International organisations with operations focused on Mozambique south of the Zambezi have a very different risk profile from those operating in the north.
