The situation
Mali has been in crisis since the 2012 Tuareg-Islamist rebellion that led to French military intervention (Operation Serval/Barkhane). Despite years of international military presence, the jihadist insurgency has expanded rather than contracted. Following the military coup of 2021 and the expulsion of French forces and MINUSMA in 2023, the security environment has deteriorated significantly.
JNIM (Jama'at Nusrat al-Islam wal-Muslimin, an AQIM affiliate) and ISGS (Islamic State in the Greater Sahara) control large swaths of territory in northern and central Mali. Jihadist forces have expanded south towards Bamako, with attacks occurring in previously stable regions. The Malian military, supported by Russian Wagner Group personnel, has conducted operations against both jihadists and civilians.
