The situation
Belarus is a consolidated authoritarian state under Alexander Lukashenko, supported by Russia. Following the fraudulent 2020 election and the violent suppression of mass protests, Belarus imposed comprehensive restrictions on civil society, free media and political opposition. Hundreds of journalists, activists and ordinary citizens have been imprisoned. The country is one of the most repressive environments in Europe for press freedom, ranked near the bottom of the RSF Press Freedom Index.
The 2020 crackdown established a pattern of systematic targeting of anyone connected to opposition or independent journalism. KGB detention operations, forced landing of civilian aircraft to arrest dissidents (the 2021 Ryanair incident), and widespread use of torture and ill-treatment in detention have all been documented. Western sanctions on Belarus and the severance of most diplomatic ties have made consular support more difficult for Western nationals.
Belarus also plays a direct role in Russia's war against Ukraine, having allowed Russian forces to stage from its territory for the February 2022 invasion and hosting Russian tactical nuclear weapons since mid-2023.
