Security context
The situation
Istanbul is Turkey's largest city, a global commercial hub and one of the most visited cities in the world. It presents a very different risk profile from Turkey's southeast or border zone. However, it is not risk-free for non-combatants, particularly for journalists and those covering sensitive subjects. Istanbul has been the scene of major terrorist attacks — including the 2016 Sultanahmet Square bombing, the Reina nightclub attack and the Ataturk Airport attack — making terrorism risk a genuine planning consideration.
The city is also the staging point for many international journalists and NGO operations covering the Syrian conflict, which brings with it specific security considerations. Turkish authorities have detained foreign journalists in Istanbul — including German journalist Deniz Yücel and others — under the broad application of the Anti-Terrorism Law (TMK). The risk is concentrated for those covering politically sensitive subjects, but the legal environment creates uncertainty for all foreign media.

Terrorism risk in crowded public spaces
Istanbul has experienced multiple major terrorist attacks targeting tourist sites, transport hubs and entertainment venues. While the IS territorial defeat reduced planning capacity, the threat has not been eliminated. Non-combatants should maintain awareness of the targeting profile of locations they visit.
Journalist detention under Anti-Terrorism Law
Turkey has been among the world's leading jailers of journalists. The TMK is applied broadly and foreign journalists are not protected. Coverage of Kurdish affairs, the Gülen movement, government corruption or military operations carries specific legal risk that is distinct from the physical security environment.
Political demonstrations and civil unrest
Istanbul's political environment can generate significant protest activity, particularly around elections, judicial decisions or political crises. Turkish security forces have used tear gas, water cannon and in some cases rubber bullets against demonstrators. Non-combatants should avoid large demonstrations.
PKK retaliation attacks
PKK-linked attacks in Istanbul and Ankara have occurred in response to Turkish military operations in the southeast. These attacks have targeted police, security forces and crowded public areas. The pattern of retaliation requires monitoring alongside southeast escalation indicators.
