The situation
Uzbekistan is Central Asia's most populous country and, since President Shavkat Mirziyoyev came to power in 2016, has undergone significant political and economic liberalisation compared to the Karimov era. It is now the most accessible of the Central Asian republics for international workers and Tashkent functions as an important regional hub. However, Uzbekistan is not without risk and the opening process is uneven.
The Fergana Valley — a densely populated area shared between Uzbekistan, Tajikistan and Kyrgyzstan — has historically been a hotbed of Islamist extremism, ethnic tension and border disputes. The Islamic Movement of Uzbekistan (IMU) was founded here and, though significantly degraded, extremist networks retain some presence. The Andijan massacre of 2005 demonstrated how quickly political conditions can shift in the region. More recently, border clashes between Uzbekistan and Tajikistan have created periodic tension.
For international workers, the key risks in Uzbekistan relate to field operations near the Fergana Valley or the Afghan border in the south, residual political restrictions on journalism and sensitive research, and limited medical capabilities outside Tashkent. The country is manageable by Central Asian standards but should not be treated as a low-risk environment.

Fergana Valley — extremism and ethnic tension
The Fergana Valley is Central Asia's most volatile region. Dense population, Islamist history, ethnic minority tensions and contested borders create ongoing instability. Field teams working in the Fergana Valley face distinct risks that differ materially from operations based in Tashkent.
Afghan border security risks in the south
Uzbekistan's southern border with Afghanistan is a risk corridor for militant movement, narcotics trafficking and weapons smuggling. The Taliban takeover of Afghanistan in 2021 changed border dynamics. Field operations in Surkhandarya Region near the frontier require active security planning.
Residual political restrictions on international workers
Despite the reform era, Uzbekistan retains restrictions on independent journalism, civil society activity and research on politically sensitive topics. Foreign nationals working in these areas face the possibility of equipment confiscation, surveillance and bureaucratic obstruction.
Limited medical infrastructure outside Tashkent
Medical facilities in Tashkent have improved but remain limited by European standards. Outside the capital, infrastructure is sparse. For serious trauma or complex illness, evacuation to Istanbul, Dubai or Europe may be required, adding significant time to response.
