Baku itself is a modern, relatively safe city in terms of street crime and urban infrastructure. The medical infrastructure in Baku is reasonable, with improving private sector facilities. Azerbaijani authorities tightly control access to Nagorno-Karabakh. Journalists attempting to report on conditions in the territory face detention risk if they lack government-approved access. Separate assessment is required for anyone seeking to operate in this area.
Iran-Azerbaijan border tension
Azerbaijan and Iran have had periods of significant tension, including military confrontations near the border in 2023. Iran opposes Israeli involvement in Azerbaijan and has threatened military action. The southern border region requires monitoring and carries elevated risk relative to Baku.
Arbitrary detention of civil society and political opposition
